After struggling for a while to find out the pattern of P.M. Narendra Modi's foreign policy, I got a simple and basic reason behind the pattern. That is GDP growth compatibility. Not the GDP by number in trillions but the growth in previous year.
Why did President choose to visit a small country like Papua New Guinea and signed multiple agreements? This country has not been so important to India if historical facts are observed.
Papua New Guinea's growth rate in 2015 was 16% as per records. It can be imagined how gradually the country is growing.
There are total 47 countries in African continent. Modi visited few African countries recently and signed various agreements in Tanzania(6.9), Mozambique(7), Kenya(6.5),Congo(8.4)and Ethiopia(8.7).
Modi visited Ireland recently. First PM to visit country(7.6) in 60 years.
Coming to Act East Policy,I was surprised why India's special focus is only towards Laos(7.5), Cambodia(7) and Vietnam(6.5) and not towards Indonesia(4.5),Thailand(2.5) and Brunei(-1.20)
Now it is quite clear and lucid.
However,relations between India and Indonesia were good during Manmohan Singh's regime when the growth rate of Indonesia was good(6.7).
Modi visited Uzbekistan(6.8) leaving all other countries in Central Asia aside.
After establishment of democracy in Myanmar(8.5), India's interest in Myanmar is visible.
There are,however, some exceptions too which are actually not exceptions but India's other interests apart from business and trade. Afghanistan, Iran,France,Germany are ,though, having low growth rates but are important for India strategically.
There is still a long row to hoe. India needs to search opportunities in Countries like Nauru(8),Monaco(9.3). These are small countries but are emerging and can create a market for India at the time when India desperately wants.
